Storytime with Amira Shea  on Saturday August 15, 2015 at 10:30 am.  Shea will be back at Waianae Public Library but this time it’s all fun, reading from her children’s picture books featuring “The Adventures of Amarys & Indigo”.  This new series of early readers features 4 year old fraternal twins Amarys & Indigo, kama’aina kids of mixed African-American ancestry, adding another voice to Hawaii’s multicultural chorus.  Copies of the books will be available for purchase and signing by the author.

KITV4: ‘Nanakuli Water Main Break Leads to New Calls for Bypass Road’

Excerpts from Andrew Pereira’s 27 July 2015 KITV4 report:

When a 24-inch water main broke late Saturday afternoon on Farrington Highway in Nanakuli, it created a chokepoint that wasn’t resolved until 6:30 Monday morning.

Hawaii Department of Transportation spokesman Tim Sakahara said the state has no current plans for an alternate route for Waianae Coast residents. However, late Monday, state Sen. Maile Shimabukuro issued a news release calling for an expansion of the WCEAR by condemning Paakea Road and making it public, while also building an additional back road to connect Helelua to Nanakuli Homesteads.

“Having this additional back road, at least for emergencies, could have bypassed the water main break,” Shimabukuro said in the release. “The main break is a prime example of why a permanent and accessible public roadway is a critical need for our community. The type of gridlock Waianae Coast residents have to endure any time there is an obstruction along Farrington Highway is not just an inconvenience, it also poses a genuine public hazard if there ever is a situation in the future where motorists need to evacuate the area quickly.”

“The city is doing the access roads, OK that’s city jurisdiction, it’s a road,” said [Rep. Andria] Tupola. “But, a Mauka Highway, that needs to be a state DOT priority, which then falls into our laps. That means as a state we need to prioritize that money.”

According to Tupola, Kolekole Pass remains off limits as an emergency route until the U.S. Navy can acquire funding for road improvements, which won’t happen until at least the 2017 federal fiscal year.

“The Army side is opened and it’s very well maintained,” said Tupola. “The Navy does not have money to maintain their side, so they decided to close it off.”

Farrington Highway Update: Lanes Reopened

Great news!  Farrington Hwy reopened following water main break:

“Police have opened two eastbound lanes and one westbound lane on Farrington Highway at Piliokahi Avenue for the Monday morning commute.

BWS finished repaving Farrington Highway, between Piliokahi and Nanakuli Avenues, before 3 a.m. Monday. But crews are keeping some lanes closed so they can complete procedures to disinfect the repaired main and connect it back to the BWS system.”

Water Main Break Update: Sen. Shimabukuro is Asking – Do You Support Making Portions of WCEAR Public & Connecting Piliokahi Ave. to Helelua St. to Bypass Emergencies Like This in the Future?

The Nanakuli water main break is a prime example of why we should:

1) Condemn Paakea Road to make it a public road so that the gated portion is open at all times. We should condemn other portions of  WCEAR to make them public also;

2) Build an additional back road connecting Helelua to the Nanakuli Homesteads, which comes out at Piliokahi Avenue. Having this additional road, at least for emergencies, could have bypassed the water main break.

Please let me know if you support these proposed solutions. We must have community support to push these ideas forward!

Emergency Travel Advisory: If you are coming from Maili, Waianae, or Makaha, try going on Mailiili Road to connect to Paakea Road. From Paakea Road you should be able to connect to the Waianae Coast Emergency Access Road (WCEAR) at the gated portion of Paakea Road (which was opened in the afternoon on 7/26/15). Continue to follow WCEAR to Lualualei Naval Road, then turn left to proceed along WCEAR behind Sack N Save. WCEAR will then connect to Helelua Street and return you back to Farrington Hwy.

You can also connect to WCEAR through Sea Country (Kaukama Road), by taking the first left after the swimming pool.

7/26/15, Congestion, Mā’ili Point to Helelua Street

If you live before Sea Country (Ka’ukama Road), to avoid traffic from Mā’ili Point to Helelua Street, travel on Ma’ili’ili Road to connect to the Wai’anae Coast Emergency Access Route (WCEAR), even if you have to backtrack.

Note from Sen. Shimabukuro:  The 2002 OMPO Report above states that the City Department of Transportation Services (DTS) was planning to conduct a feasibility study regarding a proposed 2nd access route from Lualualei Naval Road to Kunia.  However, according to Mark Kikuchi of DTS, the City did not complete the study since the route’s requirements for dedication to the City were deemed unfeasible.

Sen. Maile Shimabukuro recalled an embarrassing event. She set out early for a committee meeting, but a traffic incident turned her 28-mile commute on the express bus from Nanakuli into a nearly five-hour saga. The bus driver gave up, making riders get out with more than 2 miles left on the route.

“I had to walk from the park, and I was already two hours late. It was the most horrendous thing ever,” Shimabukuro said.

6) MILILANI Lane closures on Kamehameha Highway in the southbound direction at the pedestrian overpass near Mililani Uka Elementary School on Monday, July 13, through Friday, July 17, from 8:30 a.m. to 3 p.m. for bridge repairs. Southbound traffic will be contraflowed in the northbound lane. Special Duty officers will be on site directing traffic.

7) PEARL CITY Two lanes closed on Kamehameha Highway in the eastbound direction between Puu Poni Street and Kuleana Road on Monday, July 13, through Tuesday, July 14, from 9 a.m. to 3 p.m. for bridge deck widening of the H-1 Freeway. The Vineyard Boulevard Resurfacing Project will resurface 10.5 lane miles from Palama Street to the H-1 Freeway On-Ramp. The repairs include sidewalks, curbs, gutters, installing bus pads, replacing existing traffic signal heads, energy-efficient, LED optical units, extending left turn lanes at the Palama Street and Liliha Street intersections, and landscaping.
