Kolekole Pass Study:  Ching, Lance. “Through Kolekole Pass: Using Lualualei Naval Road as an emergency access route.” In response to House Concurrent Resolution No. 223,H.D.1,(2010)

  • According to the Navy, two-way traffic on Lualualei Naval Road into and out of the leeward coast could not be conducted safely.  Further,the road can only support emergency vehicles and reasonably-sized motor vehicles — large vehicles(e.g.,buses, commercial vehicles, tractor/trailers, etc.) cannot be supported.  (note that this report occurred BEFORE 2011 when massive weather damages were sustained)

Note from Sen. Shimabukuro:  The 2002 OMPO Report above states that the City Department of Transportation Services (DTS) was planning to conduct a feasibility study regarding a proposed 2nd access route from Lualualei Naval Road to Kunia.  However, according to Mark Kikuchi of DTS, the City did not complete the study since the route’s requirements for dedication to the City were deemed unfeasible.
