Hawaiian Electric tree trimming work in Nānākuli
Contractors working for Hawaiian Electric Company will be trimming trees along Farrington Highway on Monday, Sept. 28. Tree trimming crews will be clearing palm fronds away from overhead power lines along the mauka side of the highway from 9:00 a.m. until noon.
For the safety of work crews and the public, the tree trimming will require that a portion of the right-hand lane (west-bound lane) be closed to traffic. The work will begin near Nānākuli Avenue and will move west during the morning, ending near St. John’s Road midday. Traffic control measures will be used to divert traffic around the work area.
Hawaiian Electric wants to advise the public about the partial road closure and apologizes for any inconvenience.

State Invites Teams to Sign Up For LifeSmarts Hawaii Competition
HONOLULU – The Department of Commerce and Consumer Affairs (DCCA) Office of the Securities Commissioner announces the start of the 2015-2016 LifeSmarts Hawaii Competition. LifeSmarts is a fun, free, national educational program, which teaches youth critical life skills in five areas covering Personal Finance, Consumer Rights & Responsibilities, Health & Safety, Environment, and Technology through online quizzes and in-person competitions.
High school teams are invited to sign up now. Teams must consist of a minimum of four students and one adult coach. LifeSmarts Hawaii begins at the local level with an online competition, found at www.lifesmarts.org, which will be open from Oct. 26, 2015, to Dec. 4, 2015 (7 p.m. HST). The four highest scoring teams will be invited to compete at the state championship competition in Honolulu on Feb. 20, 2016. The winning team will represent Hawaii at the national LifeSmarts competition, scheduled for April 9-12, 2016, in Denver.
“We are excited to sponsor another year of the LifeSmarts Hawaii program and we encourage teachers and youths statewide to sign up a team or teams to gain or strengthen their life skills,” said Securities Commissioner Ty Nohara.
Middle school or “Junior Varsity” (JV) teams with students in grades 6-8 may participate in an online-only competition from September 2015 to February 2016. Winners of the JV competition will be recognized online.

Sen. Shimabukuro Comments on Plans for Interim Homeless Housing in Wai’anae 9/18/15
The following excerpts are from Cathy Bussewitz’s “Honolulu Plans Interim Housing for Homeless Waianae Families” (Associated Press, 18 Sep. 2015):
Some local residents worry about adding another homeless shelter to the area, said state Sen. Maile Shimabukuro, who represents Waianae.
“There was a lot of concern from the community about people feeling as if this was done so quickly, without the community having a chance to weigh in,” Shimabukuro said. “If the focus can be on housing people from Waianae, then I think it would be easier to swallow.”
Even so, Shimabukuro applauded the city for thinking outside the box for solutions to the state’s homelessness crisis.
Mayor Kirk Caldwell announced a proposal Friday that calls for the city to build up to 20 modular units that would house 75 to 90 people. It would cater to families with children and would be up and running by summer 2016, according to a news release.
The site is about a half-mile away from Waianae Boat Harbor, where about 300 people are living in a homeless encampment.
The mayor’s office plans to talk about the proposal at upcoming neighborhood board meetings. It would cost $300,000 to acquire the land and $2 million to build the units, said Adam LeFebvre, a spokesman for Caldwell.
Twinkle Borge, the leader of the encampment in Waianae Boat Harbor, praised the city for coming up with the idea, but she was concerned about the negative reaction of some community members. She wouldn’t move there herself because she’s single, Borge said.
“The proposal itself would help a lot of people, especially in the Waianae area, the families,” Borge said. “I hope the idea don’t die. I hope that if it does work, I hope that there’s more of it.”
The city also is building temporary housing from modular units on Sand Island, near downtown Honolulu. That complex is expected to house about 85 people and to open before Christmas.

City officials announced a proposal Thursday to develop temporary modular housing in Waianae for homeless families on the Leeward side.
Preliminary plans for the 1.1-acre site near Waianae High School and next to Maluhia Lutheran Church on Farrington Highway could accommodate 75 to 90 people living in 16 to 20 modular units, according to the city. Completion of the project is slated for summer 2016.
The city said the housing project would cater to families with children. According to preliminary plans, the 480-square-foot units would feature two bedrooms, one bathroom and a kitchen. The property will also have 20 parking stalls, an office and common room. Each unit could house a family or up to four singles.
The vacant site that the city proposes to purchase previously housed shacks, which were demolished by the owner.
Costs for the project include $300,000 to purchase the land and about $2 million for the modular units and an office, according to the mayor’s office.
City officials, including Mayor Kirk Caldwell, Sandra Pfund, head of the Office of Strategic Development, and Jun Yang, executive director of the Office of Housing, plan to introduce the project at a press conference set for Friday. Officials said they will present the proposal at upcoming neighborhood board meetings.
Nanakuli/Maili Neighborhood Board Member Patty Teruya said the site would be a convenient location especially for homeless families living at nearby Waianae Boat Harbor.
“We embrace them, and we take care of our own,” Teruya said Thursday. “I support this project and supported all these shelters there because it helps the families to get on their feet.”

CIP Funds Released for NHIS Football Stadium Facilities
I was informed by Gov. Ige that he has released $500,000K of CIP funding that the Legislature appropriated for Stadium Improvements at NHIS for design and construction to provide improvements to the stadium and football field to include a scoreboard, visitor bleachers, concession booth, track and field, and American with Disabilities Act (ADA) compliant ramps for handicapped access.
NOTE: this appropriation was made by the Legislature in a previous session, NOT in 2015.
